    One million crimes 'unsolvable'

    Johannesburg - Of the more than two million crime incidents reported to the police last year, half have been declared unsolvable. 8o


    That's according to a confidential government report presented at the last meeting of the Big Business Working Group with President Thabo Mbeki.


    The report says the problem can be attributed in part to the fact that the SAPS has only 22 500 police detectives to solve these crimes.


    As a result of the critical detective shortage, the report says, about one million cases do not get investigated each year.
    They are declared "undetected", meaning no suspects were identified and police had reached a dead end.


    Of the remaining one million cases, only 400 000 go to trial.


    Criminal justice system too rigid


    The main architects of the report are Deputy Justice Minister Johnny de Lange and Laurie Dippenaar, former group chief executive of FirstRand.


    The report paints a disturbing picture of how police, prosecutors, courts and correctional services are ill-prepared to put criminals where they belong - behind bars.


    It says the criminal justice system is too rigid and needs an overhaul.


    Other recommendations include increasing the size of the detective service to between 25%-33% of the police workforce and improving salaries.


    A senior police officer was sceptical about the viability of the plan.


    He said solutions by people who were not part of the criminal justice system had their limitations.

    Ich vermute das eine kurze Rally beim USD kommt und dabei Gold. faellen wird wenn die anderen ZB's den Dollar stuetzen und kaufen.
    Ben Bernanke kuesste schon Angela's Hand dafuer. :D
    Unter 700 USD kann ich mir aber nicht vorstellen, beim HUI sollten die 360 - 370 halten besonders wenn der Dow/S&P stabil bleibt oder steigt.
    Wenn es nicht so kommt ist es auch gut. :D
    Der Vollmond am Mittwoch kann so oder so ausfallen fuer die EM.
    Ich wuerde sagen Hold und abwarten, wenn ihr in Muenchen seid gehts auf die Wiesn und regt Euch nicht auf. :D

    Iran wird kritisch, ein Diplomat der Franzosen sagte undiplomatisch das sich sein Land auf einen Krieg vorbereitet sowie das der Suni Prime Minister in Irak versagt hat. Spaeter sagte er auf CNN vorsichtig Krise und musste sich entschuldigen beim Suni den Bush angestellt hat.


    Diplomaten in Syria sind in Nordkorea auf Besuch und drehen auch was in der Richtung.


    Im mittleren Osten brodelt sich was zusammen, wir werden sehen welche Auswirkung es hat auf den Oilpreis und EM Preise.


    Lustig, die Arabs wollen auch keinen Dollar Peg mehr obwohl sie die Buddies der Amis sind.


    Allah oder McDonalds, die werden sich auch irgendwann den anderen Muslims anschliessen wenn ihre Sheiks in der Schweiz und USA nicht mehr nach Hause kommen koennen oder wollen.


    In Pakistan dreht sich auch der Wind mehr gegen die Amis die keiner mehr mag unter den Muslims.


    Tick Tack von einer Krise in die naechste so wird es weiter gehen.

    Ich habe es genauso gemacht, jedoch liege ich noch 16% unter dem Kurs was mich nicht aergert.


    Die bekamen ungerecht eine drauf weil sie ein Fond sind, jedoch ein anderer.


    PNP gings genauso, da bin ich nun leicht im plus.
    Die bekamen einen Doppelschlag weil ebenso der ganze Uranium Markt gefallen ist und zum Schluss bei NAV gehandelt wurden was der Kauf des Jahrzehnts war.
    Der ganze Korb von PNP ist gut verteilt, die sind gut gestreut in einigen Bereichen wie du schon erwaehnt hast.
    LV und PNP werden schon die richtigen Einkaeufe fuer mich machen.
    Im Uran thread ist der link von ihren Anteilen wenn es einen interessiert.


    IMO, wer jetzt LV kauft zu dem Kurs macht nichts falsch, ich erwarte LV wird ein Renner und beim doppler lade ich ebenso wieder die haelfte ab.


    Ich bin auch nicht der Fondanleger aber bei PNP.V LV.TO und MNE.L fuehle ich mich soweit sicher.


    Mal schaun, noch ist nicht keine Profitmitnahme :rolleyes:

    The Young Communists League's (YCL) national secretary Buti Manamela was criticising government for not prioritising education.

    Johannesburg - ANC deputy president Jacob Zuma on Sunday condemned the recent spate of school violence at a ceremony in Sebokeng, south of Johannesburg, the SABC reports.
    The SABC says Zuma took a strong anti-violence stand on school violence and attacks, asking student leaders to urgently deal with the matter.

    Cape Town - Crime in the agricultural sector does not only cause human suffering, but also costs the sector more than R1bn a year.


    In shock revelations to the Human Rights Commission the past week, Agri SA revealed that farm attacks increased by 25% to 794 in the year to end-June.


    Almost 90% of the attacks were burglaries.


    Agri SA was delivering a report to the HRC on the progress with residential rights, safety and security and labour relations in the agricultural sector.


    The report refers to Statistics South Africa's findings in its 2002 agricultural census, showing that theft of cattle amounted to a R483m loss for the sector, while the plundering of equipment and implements amounted to R204m, damage to buildings and vehicles amounted to R99m and theft of products cost the sector another R443m.


    Referring to the causes for the attacks, Agri SA said there is great concern over the negative picture painted by some non-government organisations and officials.


    "We believe that this contributed to motivate people to attack farmers and their families," according to the report.


    On residential security, Agri SA said it recognised the constitutional rights of farm workers, but said there are circumstances where it doesn't make sense to harbour workers any longer on farms.


    Not only did worker numbers decline, but there was also a significant decline in the number of commercial farmers.


    The organisation, however, question the alleged huge numbers of dispossessed people often mentioned. Agri SA never received any evidence of this.


    Agri SA suggested a review of the laws governing dismissals, because it reckoned that the problem was with the enforcement of the laws.


    The organisation also suggested that a body similar to the Commission for Conciliation, Mediation and Arbitration (CCMA) be created to deal with depositions.


    On labour relations, Agri SA said in this year alone, the Department of Labour released three press statements, where officials - after inspections - expressed their satisfaction with labour relations on farms.

They will be able to add any number without risk as the CFTC looks the other way while the bullion banks underwrite any losses which they may incur. The banks' risk, of course, is underwritten by us. The idea being to so overwhelm the longs by shorting a number of contracts well beyond any reasonable number of longs. They just keep pouring short contracts into the bucket in which sit the longs upon a ladder until they are so flooded that they must jump off and hope to swim to nowhere. At this critical juncture the commercials then close out their short contracts and rake in more millions. Every time.


    As shown it gets critical when the number of commercial short positions gets around 50,000 contracts and the open interest achieves between 121,000 and 126,000. But, for right now a capitulation of speculator longs seems distant although we can be sure additional shorts were added as must be the case to be the party on the end of the speculators' long positions. ...more

    A wise guy would tell you to go ask a Weimar survivor, but I won't. Instead, I'll say it'll go to somewhere around 1/20th of an ounce of gold.


    IMO, der Silberpreis wird sich ungefaehr verdoppeln in Euro innerhalb drei Jahren und verdreifachen in 5 Jahren....mehr sehe ich nicht. :rolleyes:

    Another scandal hits ANC funder

    Johannesburg - A businessman who diverted funds to the ANC has been implicated in the disappearance of millions of rand meant for a school feeding scheme, the Sunday Times reported on Sunday.


    "Controversial ANC funder Sandi Majali has been fingered in a forensic audit into the disappearance of more than R100-million intended for starving children in the Eastern Cape," the report said.


    According to the audit, companies under Majali's control had been involved in the collapse of the R230m school feeding scheme.


    The Scorpions were now investigating irregularities uncovered during the audit, according to the Sunday Times.


    Majali's Imvume group was at the centre of the Oilgate scandal and he was also implicated in the Iraq oil-for-food scandal, the newspaper said.


    The school feeding scheme, which was meant to cater for a million children, collapsed barely six months after it was started in June last year when it emerged that food was not getting to children at about 5 000 schools in the province.


    Majali was in charge of four out of six community co-operatives that were awarded tenders to distribute supplies to 104 smaller co-operatives that would then prepare the meals and get the food to the children, the report said.


    Forensic auditors Ngubane and Co, who were commissioned by Eastern Cape Premier Nosimo Balindlela, found that Majali's co-operatives were irregularly awarded tenders; Majali's co-operatives were irregularly paid at least R16m over four months; and Majali's co-operatives were overpaid by R9m, the Sunday Times said.


    By the time the scheme crashed, the department had paid out R100m.


    It is not clear where the rest of the R100m went, the report said.


    Two top education department officials responsible for the failed scheme have been suspended. The scheme's acting chief director, Eldred Fray, and a director, Mthobile Gaca, were suspended along with others in less senior positions.


    The feeding scheme was the brainchild of former Eastern Cape Education MEC Mkangeli Matomela, who resigned after it collapsed, the newspaper said.

    Ja, das Geruecht geht um das Barclay die Masern hat, zum ersten mal sagte Harald Seigel kauft keine Silber ETF.
    Vorher hat er es noch gesagt. :D
    Er sagte auch das Zinsteigerungen kommen wo es einige umhaut.
    Ich nur hoffen das ZSIL und CEF die einzigen sind die einigermassen sicher sind.
    Sie sagen aber bei ZSIL das sie short Leerverkaeufe machen koennen, wie soll ich das verstehen ?
    Der ZKB Gold ETF (Exchange Traded Fund) ist börsenkotiert und wird permanent gehandelt. Er investiert in reales Silber und erlaubt Leerverkäufe.

    Ich schleiche mich langsam von den SLV's.

    Mit 20.000 USD macht es keinen Spass mehr, da muss ein Chaos herrschen und keiner ist mehr happy auf der Welt.


    20.000 USD POG waere ein Wahnsinn.


    Wartet zwei bis drei Jahre bis ihr eine Immobilie kauft, IMO weltweit 20 -40% gehen die runter, nur in einer Top Gegend halten die sich besser.


    Besser alles mieten, wer keine Frau hat der mietet auch. :D

    Der USX geht irgendwann auf die 72 dann haben wir vielleicht auch einen grossen Krieg.


    Der Export blueht dann in USA, wie gross der ist ist eine andere Frage bei 25% GDP.

    Wir sehen es in drei Jahren, vor einen Jahr habe ich schon gesagt das USD und CAD gleich sind.


    Die haben noch max 10% Luft dann haben die ein Problem mit ihrem Export.


    Die Schweiz hat ja fast keinen bis auf Toblerone und Gold in der letzten Zeit, der SFR hat auch seine Grenze.


    Silber ist 70 USD moeglich, aber wer weiss was der USD/Euro dann noch wert ist. :D


    Ich sage nur eines, es geht auch dort hin mit 10% up and sudden down.
    Nach meiner Erfahrung dauert ein Tsunami nicht laenger als 8 wochen die muss man aussitzen koennen.


    Beim HUI einen Puffer von 25% einbauen und dann alles laufen lassen ist meine Taktik.


    Mit dem Ueberschuss der uebereifen PM Aktien wird max. 20% zwischen dips und highs getraded und Aktien umgeschichet im selben Moment.


    Wer nicht traden will was man verstehen muss soll einfach halten und sich hinlegen fuer 3 -5 Jahre und nichts bis dort hin verkaufen.


    Ich erwarte das die Goldhausse bis 2012 geht, was danach kommt ist eine andere Frage, wer genug abgesahnt hat der soll besser frueher austeigen und mindesten noch 10-20 % fuer den Kauefer uebrig lassen damit der auch eine Freude hat. :]......bis wieder scheppert !
    Das ganze kann ein dot.com bubble werden bei den PM Aktien wer zu gierig ist kann schnell verlieren.


    Am Donnerstag glaube ich ist wieder Vollmond, mein Gefuehl sagt mir es gibt die naechste emotionale Handlung bei den EM's.


    Ich denke mir das naechsten Freitag oder Dienstag uebernaechste Woche wieder eine Kaufmoeglichkeit kommt.
