It’s Always Darkest Before the Dawn
By: Dr. Richard S. Appel, Financial InsightsDecember 15, 2005 –I for one was taken by surprise with the ease that gold rose and roared unimpeded through the $500-$510 an ounce level. This range should have presented extremely strong resistance. Beyond the fact that an important round number such as $500 nearly always gives pause to any major price rise, $510 was an earlier formidable area that repelled the eternal metal’s advances in January, 1983, and again in December, 1987. Yet, despite the enormous upward rush that unfolded when this major zone was left behind, gold quickly ran into a wall of selling and once again plunged in price.
From its Bull Market inception at $252.50 in August, 1999, bullish investors have been forced to endure repeated brutal or extended, deteriorating price reversals. This has prevented all but its most ardent believers from continually riding the gold bull. As with most major, secular Bull Markets some of these price declines while relatively brief, were terrifyingly steep. This was due in part to the rapidity with which the earlier labored price rises often gave way to seemingly waterfall price collapses.
Gold’s first major Bull Market price break occurred after its $252.50 nadir spawned a rapid rise to the mid-$320 range. The upward surge required barely a month to unfold but then, just as suddenly as it appeared, the wind was knocked from its sails. An eighteen month grinding decline ensued before a double bottom was struck at $255, in early 2001.
During the great gold Bull Market of the1970's, a price downturn such as we are now enduring would have been quite nerve-wracking for me. However, today, in a way I am fortunate. This is due to my experience which dates back to the mid-1960's, when I first recognized gold’s eternal importance to civilized man.
Across the following forty year period I was a staunch observer of gold’s daily price action. I was there when the London Gold Pool lost control of the gold price in1968. This group consisted of the United States and seven other major central banks. Their mandate was to maintain gold near the $35 price on the world’s then major gold market, the London Gold Exchange. During the time of the Gold Pool’s existence, inflation crept higher in the economies of the various members, while the gold price was prevented from expressing itself.
The Pool was formed in1961. Then as now, they were successful in suppressing the upward movement in gold until that fortuitous day in March, 1968. I watched when the market ultimately overwhelmed their efforts, and when investors fell over themselves and drove gold from $35 to $44.25 in the space of only two trading days. I was also there when gold collapsed from $200 at the end of December, 1974, to its final $103 low eighteen months later. It took only three and a half years after that nadir, for gold to touch its $875 an ounce Bull Market peak.
I guess that over the years I’ve become somewhat emotionally immune to sharp gold price reversals. This is due to a few factors. First, I am convinced that gold is in a secular Bull Market that is destined to eventually leave its1980 peak of $875 far behind. This belief is reinforced by the fashion in which our government and Fed appear hell-bent upon preventing even a modest recession from developing. In fact, I believe that this desire is a major reason for Dr. Benjamin Bernanke’s rapid ascent from virtual obscurity, to his likely seat as Federal Reserve Board Chairman. If he performs in the fashion that he has stated, he will be responsible for creating an even greater flood of inflationary purchasing media, than for which even Alan Greenspan can be credited.
Despite the fact that the general public and the majority of noted financial experts do not understand the relationship, gold’s destiny is sealed. As an unprecedented number of dollar credits are created to fund our unsustainable Federal, and balance of payments and trade deficits, knowledgeable buyers will increasingly acquire the yellow metal, and move it higher in price. They will realize that the future loss of the dollar’s purchasing power will affect gold as it has throughout history. It will drive people into the metal, as a drowning person lunges for a life raft. Those who purchase gold will do so in their desire to maintain the purchasing power of their wealth. The swimmer, to save his life.
Another primary reason why the current gold price reversal has not affected me as it would have in the past, is that it seems “like deja vu all over again”. I’ve lived through all of the similar declines during the gold bull of the 1970's, as well as those that occurred during its 1985-1987, and 1993-1996 Bear Market rallies.
It may be difficult to accept but corrections are important for the gold Bull Market! It is normal for downdrafts during Bull Markets to be quite severe. In fact, they often appear to be more intense than most Bear Market down-legs. These secondary corrections act to frighten the weak holders out of the market. In this fashion they cleanse the market. After the tentative investors have jettisoned their positions, the market is then prepared to resume its skyward price assault.
I began anticipating this correction when gold ignored the resistance that should have appeared between $500 and $510 an ounce, and rocketed higher in price. Yet, I wondered from what price level it would occur. When gold did not hesitate, and immediately broke through the $500-$510 area, I sensed that the buyers and trapped short-sellers had panicked. With some trepidation, I was uncertain if this zone would be left untested, by a downward leg, as gold extended its upward climb. I was concerned because I felt that the upswing was too sharp to be sustainable, and feared that the higher the yellow metal went without a correction, the more severe would be its decline when it arrived.
In the December issue of Financial Insights with gold at $495.90, I wrote regarding the $500-$510 range, “Importantly, to my mind, any show of substantial near-term strength from this level should be viewed as a change in the tone of the market. It will indicate that far greater demand, if not panic, abounds for the eternal metal”. I went on and said, “The road ahead will similarly be fraught with periodic, sharp price declines as gold works its way higher in price. If you anticipate their appearance as I do, your life will be far less stressful”. It is amazing how quickly the lust for the precious metal was replaced by outright fear!
It is crucial for all Bull Markets to periodically decline in price! These retracements allow the temporary excesses that have built up to work themselves off. It can be likened to pressure building up in a sealed pressure cooker. If the increasing energy is not allowed to escape, the pot will ultimately explode. Similarly, if a market moves in a parabolic fashion, traveling unchallenged higher in price, when investors finally cease buying, a price collapse will ensue. To my mind while it is terrifying, and fraught with temporary paper losses, the current sharp decline will be remembered as nothing more than a normal correction within gold’s multi-year Bull Market. Further, as hard as it may be to believe while we are in the midst of this reversal, it is truly healthy for the market.
I believe that gold’s present plunging price is setting the stage for a major extension of it’s Bull Market! When it ends, and gold resumes its northward advance, it will be reviewed as having firmly established $500 as a major support area. This will be critical to the market because it will change the perceptions of it’s players. For stock investors it will make them consider revaluing the worth of the ore reserves, and profit potential, of their companies to that price. I am confident that it will spark a major broad-based advance when this realization begins to permeate the market. For gold investors it will foster greater confidence. They will view their downside risk in a less frightening light. As with the stocks, it will become the impetus for a major gold advance.
It will be informative to observe the action of the major gold stocks as viewed through the HUI or XAU during this gold set-back. It is likely that they will bottom before the gold price! In fact, they may actually begin an uptrend while gold still languishes or even continues to fall. This scenario has often transpired at major turning points in the gold universe. If it again occurs it will confirm that a gold bottom is in place.
In sum, I view the present gold decline as simply a frightening episode in gold’s secular Bull Market. I believe that the odds greatly favor gold exhausting its decline at or near the $500 level. While it may temporarily break below that point, it will likely be for only a brief period.
As an aside, when I was placing the finishing touches on this piece I remembered that I had earlier used a similar title. I published an essay on June 17, 2005, describing my belief that the anguish that gold stock investors had endured was about to end. The HUI was trading at about 200 at the time. It essentially traded sideways for the next two months before heading skyward. I could just as well have been describing the gold market in that missive. Gold was near the end of a decline that took it from $456 to a low of about $413. The yellow metal moved slightly higher. It then briefly declined to retest the $413 level but failed to penetrate it, and the rest is history. Deja vu again!

Four Decades. . .
Four Upside Targets from Similar Consolidations
Technical observations of :
Bob Hoye
Institutional Advisors
Dec 15, 2005The gold price achieved its minimum measured target of $526 as of December 9th. This calculation was based upon the measurements from the consolidation of December 2004 through the breakout in September 2005. This is now the fourth consecutive decade that has produced a 7 to 8 month consolidation of similar structure followed by a breakout, minor pullback to the breakout and then a headline generating rally to a measured target. The degree of strength suggests that a quick pullback here will likely be followed by further upside progress in the coming weeks.

What are the bullish fundamentals for silver? According to the Silver Institute (silverinstitute.org) and CPM Group (cpmgroup.com), each year about 600 million ounces of silver are mined, while about 870 million ounces of silver are consumed by industry, jewelry, and photography. The difference is largely met by recycling and investor selling. In 2004 however, investor selling ended as about 40 million ounces of silver was purchased by investors throughout the year, which drove silver prices up from a low of $4.15 to a high of $8.40/oz.
Historically, the silver to gold ratio was that 15 ounces of silver would be worth 1 oz. of gold. Today, with silver at $7.76/oz. and gold at $472, it takes just over 60 oz. of silver to buy one ounce of gold.
Have we hit "peak silver," like "peak oil"? Peak oil proponents maintain that there is about a 40-year supply of oil in reserves, worldwide. However, according to Ted Butler, (butlerresearch.com), there are only about 16 years of silver in in-ground reserves, worldwide. The silver to oil ratio hit a high of over 1 in 1980, as a $50 ounce of silver could buy more than a barrel of oil at $43/barrel. Today, with oil prices hitting $70/barrel, silver prices are at historic lows as compared to oil, as an ounce of silver recently was 1/10th the price of a barrel of oil.
But what about the existing above ground supply of silver? Precious metals are held privately, and are not able to be tracked or traced, so nobody truly knows what the above ground supply of silver of might be. However, experts maintain that about 40 billion ounces of silver has been mined throughout all of human history, and that about 90% of that has been irretrievably consumed by industry, jewelry, and photography. Most of the approximately 3-5 billion ounces of silver left is in the form of jewelry, mostly held in India. Silver that is in the form of above-ground, refined, deliverable, identifiable silver is about 150 million ounces, mostly held at COMEX. The U.S. government once held up to 6 billion ounces of silver, but around 2002, the U.S. ran out, and had to buy silver on the open market for its Silver Eagle coin program. The COMEX once had up to 1.5 billion ounces of silver about 10-15 years ago, but today has less than 1/10th of that: 117 million ounces.
Warren Buffet bought 129.7 million ounces of silver in 1997, and "concluded that equilibrium between supply and demand was only likely to be established by a somewhat higher price." Since then, numerous investment analysts and newsletter writers have grown increasingly bullish on silver prices, including: Ted Butler, David Morgan, Jim Puplava, Harry Schultz, Doug Casey, Richard Russell, Jason Hommel, and many others. With the addition of the CFTC and the SUA making the bullish case for silver, what knowledgeable silver analyst or commentator remains left to maintain a bearish outlook for silver prices?
So, if there is an impending shortage of silver, how have prices remained low? Well, there is no shortage of silver for industrial users (commercials) who have unrestricted access to silver; there is only a shortage of silver for very large investors (speculators), who are restricted by position limits. Silver prices are also low due to lack of monetary demand, and a general lack of interest or knowledge by most investors. Demonetization of silver started in the 1870's with Germany abandoning silver coinage to move to a gold standard. The last time 90% silver coins were minted in the U.S. for everyday monetary transactions was 1964.
So, how high will silver prices go? Conceivably, if investor and monetary demand continues to increase, silver may not be able to be priced in dollars if the dollar collapses completely. But how would silver be valued if not in terms of dollars? Well, about 100 years ago, when silver was used as money nearly worldwide, a day's wage varied between a silver dime to a silver dollar. A return of monetary demand worldwide, in conjunction with a silver shortage, could conceivably drive silver prices higher than historic norms.
Will higher silver prices hurt the economy? The SUA also says: "This removal of large quantities of physical silver [through a silver ETF] could have a negative impact on silver-industry specific employment as well as the overall economy, both through job losses and inflation." However, higher silver prices will also create jobs in the silver mining industry, which has been devastated by low silver prices. In fact, currently, there are no profitable public silver mining companies in the U.S. Most silver miners remain unprofitable in 2005, because oil and energy prices (which are a large part of mining costs) have risen much faster than silver prices.
Whether a silver ETF or whether the growing sense of a silver shortage will drive investor demand for silver remains to be seen.
Conclusion? If there really remains less than 150 million ounces of silver in above ground refined form, then there is about half of an ounce of silver per person in the U.S., which means that if you have a single ounce of silver, the SUA might say that you have "more than your fair share."

Kurz gesagt , Bullshit !

Den Golfern gehts jetzt auch an den Kragen mit ihren sicheren Wohnanlagen am Golfplatz.

The golf-estate industry in Western Cape is now a whole new ball game with the release of a demanding set of guidelines for prospective developments.
The 72-page document calls on developers to provide low-income and "social" housing on their land.

The document says all golf courses and estates and polo fields and estates "shall provide serviced land and top structures" for low- and middle-income housing, in addition to on-site housing for the estates' own employees.
"We are not against golf courses," says Rudi Ellis, chief director for planning in the Western Cape department of environment and planning.
Critics say the estates create gated high-income enclaves that contribute little to surrounding communities, and that they have a disproportionate impact on water resources, and often use up valuable agricultural land.
The document itself says in a preamble that golf estates outside of urban edges "could ruin what is left of this province's socio-economic base".

Five trillion dollars has been corruptly removed from the world’s poorest countries and lodged permanently in the world’s richest countries. That is the “conservative estimate’’ not of a leftwing anti-globalisation activist but of a leading United States businessman and enthusiast for capitalism who has just completed a major study of how multinational corporations, wealthy individuals and unscrupulous governments are using the world’s banking systems in ways that spread poverty.
When aid or debt relief are discussed, attention often focuses on corrupt leaders and governments in Africa and other parts of the developing world. But they are amateurs compared with the rich companies and individuals who use the world’s tax havens and banking systems to hide sums of money that could address almost all of the continent’s financial needs.
The United Nations has now recognised the seriousness of the situation and this week the first meeting of a new committee of experts on international tax matters was held in Geneva. What emerges from it remains to be seen, but at least one of the world’s great hidden scandals will have had a brief airing.
Raymond Baker is a committed capitalist whose new book, Capitalism’s Achilles Heel, has already made waves in the US. In Britain he has been working with the Tax Justice Network, a London-based organisation that seeks to expose the abuse of tax havens and loopholes.
Baker describes capitalism as “the greatest economic arrangement ever devised’’, but he believes that Western governments and banks are failing catastrophically in their duty to police the system. “Falsified pricing, haven and secrecy structures and the illicit movement of trillions of dollars out of developing and transitional economies break the social contract ... that Adam Smith incorporated into the core of the free-market system,’’ he writes.
Six out of 10 US corporations pay no tax, and the recent Enron scandal demonstrated how cynically major household names in the US exploit the system.
Enron used about 800 different “Caribbean financial dumps’’ to hide its debts. Baker argues that the West could break the back of poverty worldwide if there was political will to tackle the abuse of the tax and banking systems. Instead, Western countries have been all too willing to turn a blind eye to the original sources of money.
“Laundered proceeds of drug trafficking, racketeering, corruption and terrorism tag along with other forms of dirty money to which the US and Europe extend a welcoming hand,’’ concludes Baker, a businessman who operated in Nigeria for 35 years and is now attached to the Brookings Institution. Even since September 11 2001, he says, the US has shown little inclination to clamp down on the illicit use of banking systems.
John Christensen of the Tax Justice Network, a former adviser to the Jersey government, says that more than 50% of the cash holdings of rich individuals in Latin America is now held offshore and that about 30% of the gross domestic product of sub-Saharan African nations disappeared offshore in the second half of the 1990s.
The situation in the Middle East and North Africa is even worse. Since the 1980s, banks have targeted the world’s about eight million “high net-worth individuals’’ and encouraged them to hide their funds offshore. As a result, about $11,5-trillion of their assets are now in tax-free or protected havens.
This week’s Geneva meeting is one of the first acknowledgements that greedy individuals and companies and compliant banking systems and governments are far more responsible than corrupt dictators for the state of the poorest countries.
It should be welcomed -- though we shouldn’t hold our breath. The scandal has only begun to be addressed. -- © Guardian Newspapers 2005

Can't fill tanks with excuses
'2005-12-13
The DA has urged the minerals and energy minister to investigate circumstances which led to the fuel shortages, saying "you can't fill your tank with excuses". Cape Town - South African Minerals and Energy Minister Lindiwe Hendricks should investigate the circumstances which have led to the fuel shortage around the country at the Cape Town International Airport, says official opposition Democratic Alliance (DA) minerals spokesperson Hendrik Schmidt.
In a motion to the National Assembly on Tuesday he said: "The South African public is not interested in excuses being offered for the fuel crisis at filling stations around the country and at the Cape Town International Airport."You can't fill your tanks with excuses."

Schmidt said: "There has clearly been a lack of planning which contributed to this chaos, and the Democratic Alliance believes someone should stand up and take the blame.
"The failure of long-term planning, the efficiency of contingency planning and the effectiveness of implementation strategies are contributing to the threatening crisis.
Conversion long overdue
"The conversion to cleaner fuels is long overdue as South Africa is one of the last countries in the world to discontinue the use of leaded petrol for environmental and health reasons.
"The conversion process is clearly lacking in effective contingency planning in the event of the conversion process not proceeding as planned."
The new system is to be introduced in January and refineries were being converted for cleaner fuels.
Both Hendricks and Public Enterprises Minister Alec Erwin responded to Schmidt.
Hendricks said the captains of industry had acknowledged that they had erred and not properly planned.
Learnt a lesson
Erwin said, however, that government had learnt a lesson.
Referring to the delays - resulting from fuel shortages - at the Cape Town airport, he said: "This was a serious problem. It did inconvenience passengers and airlines. Obviously this is something that we would not like to repeat."
"The lesson has been learnt," said Erwin.
Hendricks said when the fuel shortages had occurred, government had called a special meeting with "the captains of the industry".
They had acknowledged that the problems had been caused by "bad planning on their part" relating to the conversion of refineries, she said.
Urgent meeting
Minerals and Energy Minister Lindiwe Hendricks has called an urgent meeting with the South African Petroleum Industry Association for Tuesday evening to discuss fuel shortages, SABC radio news reported.

2000 shack fires in Cape Town
2005-12-14
More than a hundred people have died in nearly 2000 shack fires in the City of Cape Town so far this year. Cape Town - More than a hundred people have died in nearly 2000 shack fires in the City of Cape Town so far this year, the city's communications division said on Tuesday.
The total number of shacks destroyed was estimated at over 8000, leaving some 28 000 people destitute. The total cost of providing relief for fires in informal settlements for the year would be over R13m, a figure which excluded the cost of actually fighting the fires.
The relief given after a recent blaze at the Doornbach informal settlement alone amounted to R2.1m.
This included the cost of a rebuilding starter kit, two meals per person per day, one blanket for every individual and a special social grant from the provincial government.
City fire chief Piet Smith said the city had launched an awareness campaign to alert residents and visitors to the dangers of fires.
Fire and rescue services, and disaster management staff had been distributing safety pamphlets at informal settlements.
Fire engines have been going to the settlements to familiarise crews with the areas and to meet inhabitants to educate them on fire safety.
--------------------------------------------------------------------------------------------------A tourist was robbed and stabbed in the neck on Lion's Head on Saturday evening, the 32nd attack in the Table Mountain National Park this year.
Lion's Head is a spot popular with tourists and locals viewing the sunset. They climb it just before sunset and descend after dark.
Police spokesperson Randall Stoffels said the tourist, from the Democratic Republic of Congo, was walking up Signal Hill alone after 6.30pm when he was approached by two men, one with a knife.
They stole a cellphone, camera and cash before stabbing him in the neck. Stoffels said police did not know what had happened to the man, except that he had been admitted to a hospital.
He did not know which hospital.
Fiona Kalk, TMNP spokesperson, said: "We are going everything we can to ensure the safety of visitors .
"We have 60 visitor-safety officers on patrol through busy areas with 60 volunteers helping them. Six patrol dogs and their handlers will be added."
Kalk said there were visible as well as covert patrols: "We are doing absolutely everything we can."

There have been 32 attacks; 12 people have been arrested.
Kalk added that if security was concentrated in one area the criminals simply moved to another. The park was a particular challenge to patrol as access was open and it adjoined the suburbs.
The park had 4.5-million tourists each year.
"We think we are doing a good job with limited resources. We feel, with the security we have in place, we are making a difference."
Kalk said park visitors should not walk alone. Officals were there to help with mountain safety tips, such as using sunblock and wearing a hat, and ensuring there was enough daylight for the hike.
