    Cape Town - The skills shortage in South Africa is well documented, with most of the attention falling on the number of qualified workers who have left the country.
    However, the shortage of qualified black staff is even more severe, with companies having to resort to desperate measures in order to comply with SA's tough employment equity legislation.


    Finweek has learnt that companies in SA are paying a salary premium of up to 40% to qualified black staff in order to attract and retain their services.


    Rob Smith, of executive search firm SpencerStuart, confirms the existence of this practice. "There's definitely a premium without a doubt. It's a question of supply and demand. The black pool of qualified staff is substantially smaller and therefore they command a higher price."


    Johann Redelinghuis, of executive headhunters Heidrick & Struggles, is another who admits that premiums are being paid. "That's certainly our experience. I'd estimate that it's informally between 20% and 30% for the equivalent white qualification."


    Finweek persuaded remunerations consultancy LMO Executive Services to provide us with specific figures from its database. LMO director Olaf van Schalkwyk says that the figures stem from various salary surveys conducted by LMO that included 100 companies across various industries.


    Paying a premium


    "At the executive level, the basic salary premium averages 19.6%," Van Schalkwyk says. "That would typically include CEOs, country managers, managing directors and general managers. For senior managers the average premium is 16.4%.


    That includes functional heads, such as the head of finance or marketing. At middle management level, the premium average is 16% and for professional staff, those with basic degrees, the figure is 13.1%."


    Peter MacIldowie, of Woodburn Mann, also confirms that "there's evidence that a premium is being paid". However, he stresses that it's simply a matter of complying with legislation and trying to find a solution to the dire shortage of qualified black staff. "It's a supply and demand issue. When a company has to hire someone, they'll be prepared to pay a premium."


    MacIldowie says that the highest premiums are being paid to black chartered accountants (CAs). "It can be as high as 30% or 40% for a black CA because there's such a critical shortage of such candidates." :D


    Most remuneration experts who Finweek spoke to said that an average CA with two years' experience would earn between R400 000 and R450 000/year. The equivalent figure for a black CA would therefore work out to more than R600 000/year.


    Figures from a survey conducted by the SA Institute of Race Relations (Sairr) on income trends according to race appear to confirm that a greater number of black South Africans can now be classified as high-income earners.


    Building a career


    Last year, Sairr estimated that 35.7% of SA's black population had migrated to the high-income bracket (those earning more than R153 601/year). That compared to only 13% of the black population in 1998.


    By contrast, the proportion of the black population that fell into the middle-income bracket (R38 401 to R153 600/year) increased modestly, from 43.1% in 1998 to 58.8% in 2004. The proportion that moved into the low mid-income bracket (R9 601 to R38 400/year) increased from 77.1% in 1998 to 83.2% in 2004.


    In other words, the migration of black workers into the high-income bracket was faster than their migration to any other income group since 1998.


    Interestingly, MacIldowie says that paying a salary premium may not be the best way to deal with the shortage of qualified black job candidates. "It's the silly ones that are paying the premium while the good ones are saying: 'Come and build a career with us.'"


    Leads to job-hopping


    MacIldowie says that many companies are now finding that the extra money they're willing to pay black candidates doesn't always have the intended results. One of the effects of the salary premium is that it creates an incentive for young black professionals to "job-hop" in an attempt to secure a higher salary with each move.


    "A lot of companies are not getting delivery on the premium," MacIldowie says. "Some candidates are changing jobs purely for money and are leveraging themselves out of the market. I know of one case where a CE was being offered R1.2m a year but he was demanding R1.8m."


    Debbie Goodman, of Jackhammer Executive Headhunters, says that people are overestimating the size and extent of the premiums. "There's a lot of hype regarding the premiums being paid to black candidates. There is a premium but it's not that big and it's not a general rule."


    However, Goodman agrees with MacIldowie that it depends on the size of the organisation as well as the industry that it operates in.


    "Salaries can vary enormously across industries," she says. She also stresses that salaries depend a lot on a candidate's personality, his/her experience as well as the size of his/her previous salary. However, though she admits that a premium is being paid to black candidates, she says it's not easy to quantify the amount.

    Ich habe mir heute die Tageszeitung Cape Crimes (Times) gekauft und die Seiten waren voll mit Kebble. In einer Kurve hat er angehalten und das Fahrerfester war offen, der Taeter ging zur Fahrerseite und feuerte 5 Kugeln, einige durch das offene Fenster, einige in die Windschutzscheibe. Kebble gab trotzdem dann Gas und fuhr noch 400 m bis er so viel Blut verloren hat und dann starb als der Wagen zum stecken kam in der Maehe einer Bruecke..
    Genau an der selben Stelle war vor kurzen so etwas aehnliches passiert.


    Warum hatte er angehalten, das Fenster offen und liess den Taeter an sich rankommen frage ich mich. Bei so was haltet man normalerweise nicht an.


    Naja, es wird weiterhin geraetselt was da nun passiert ist und wer es war.

    Kebble 'hijacking went wrong'

    Johannesburg - Police gave more detail on Thursday on why they thought a mining magnate Brett Kebble was killed in a botched hijacking - not an assassination - this week.


    "The vehicle was stationary (while) he talked to his assailants. It's very clear to us. And then from there, he was shot and he drove further," said police spokesperson Superintendent Chris Wilken.


    "So that's why we are actually piecing our facts on the fact that it might have been a hijacking that went wrong."


    Wilken told SAFM Morning Live an assassination attempt would more likely have taken the form of a drive-by shooting and Kebble would have been shot while driving.


    Kebble was on his way to the house of his partner, Sello Rasethaba, when he was gunned down at the steering wheel of his luxury German sedan around 21:00 on Tuesday night.


    He was found in Melrose on a bridge over Johannesburg's M1 freeway less than a kilometre from his home in Illovo.


    Wilken said police reconstructed the circumstances of the killing on Wednesday, and found cartridges.


    "We have got reason to believe that this might have been a hijacking. We are not saying it is, but we say we have reason to believe there is a possibility that it could have been a hijacking that went wrong."


    Kebble family spokesperson David Barrit said on Wednesday Kebble had received threats in the past.


    Asked this on Thursday, Wilken said: I have got an enormous problem with people making statements like that ... without the police knowing about that."


    If these threats were reported, this was not brought to the attention of the Johannesburg police, Wilken said.


    "There are statements being made and it creates enormous confusion. If there threats against people's lives, they must be reported so that they can investigated."

    Was Brett killing a 'mafia' hit

    Johannesburg - Brett Kebble's murder is strongly reminiscent of the murder nearly two years ago of socialite Hazel Crane, ex-wife of the suspected leader of the Israeli mafia in South Africa.
    Kebble, 41, was shot dead in his car on Tuesday about 21:00 on Melrose Street extension between the Glenhove and Athol Oaklands off-ramp from the M1 in Johannesburg, while he was on his way to a dinner date.


    He was shot less than 800m from the place where Crane, 56, was murdered in her car on November 10 2003.


    Although the police investigation into Kebble's murder is continuing, many people said on Wednesday he had been assassinated.


    Convicted diamond smuggler Crane was shot four times (in the head, chest, arm and leg) at a stop street on the corner of Scott and First streets in Abbotsford in the same area in what was, seemingly, also an assassination.


    She was to have testified in Johannesburg High Court against Lior Saat, another suspected member of the Israeli mafia.


    Had often received death threats


    Saat was suspected at the time of murdering Shai Avissar, Crane's ex-husband.


    She narrowly escaped another attempt on her life on May 21 2001 in a drive-by shooting in front of her house in Oakdale in the north of Johannesburg.


    Controversial mining magnate Kebble, who had received death threats for the past six months, was shot repeatedly in the chest. Nothing was stolen in either his or Crane's murders.


    Police spokesperson superintendent Chris Wilken said there was no clear motive yet for Kebble's murder.


    "The similarities in the murders (of Kebble and Crane) are interesting, but merely coincidences at present," said Wilken.


    "We are investigating the possibility that hijacking may have been the motive for Tuesday's murder."


    He said no one had been arrested yet in connection with Crane's murder in 2003.

    Johannesburg - Was mining magnate Brett Kebble the victim of a classic diamond murder?
    This question was being asked amid growing speculation that missing shares in Kebble's Randgold Resources were related to his diamond interests in Angola and Lesotho.


    It also was said his death had the typical characteristics of a diamond murder.


    There also were strong similarities between Kebble's killing and the murder of Hazel Crane two years ago.


    The socialite had been on the verge of testifying about illegal diamond trading in a court case when she was shot dead in her car.


    Kebble, 41, was shot shortly after 21:00 near Melrose, Johannesburg, while on his way to a dinner appointment. He was hit at least five times in the chest.


    Police were investigating a foiled hijacking, but were not excluding the possibility of an assassination.


    Kebble excited and optimistic


    Kebble resigned from all managerial positions in JCI, Western Areas and Randgold & Explorations last month.


    He planned to get more involved in the diamond industry than he had been previously and on a larger scale.


    Spokesperson David Barritt confirmed that Kebble was excited and optimistic about a diamond-concession transaction he had clinched in Angola.


    "He regarded it as a big challenge to bring about change in that country by means of economic development. However, he gradually admitted his concerns about corruption in the systems," said Barritt.


    Trade on the JSE in Randgold & Exploration and JCI, two companies in the Kebble stable, was suspended on August 1.


    Two related companies, Matodzi and Simmer & Jack, were warned, but not delisted, after they eventually published their financial reports on time.


    Russel Loubser, executive chief of the JSE, said on Wednesday the exchange had been questioning the management of JCI and Randgold & Exploration about several financial issues for a period of time.


    "But we never got any answers," he said.


    A JSE spokesperson confirmed that a separate investigation into missing shares of Randgold & Exploration and its foreign arm, Randgold Resources, was continuing.


    Randgold & Exploration said it was holding 18.4 million shares of R1.4bn ($220m) in Randgold Resources, of which only four million could be traced.


    Kebble admitted in a radio interview that at least 9.9 million of the 14.4 million missing shares were loaned to an empowerment consortium to enable it to buy a big share of the "undervalued" Western Areas, another Kebble company, from Anglo American.


    That transaction would have enabled Randgold & Exploration to obtain a large share in Western Areas.


    According to Kebble, the rest of about 4.5 million shares were used to finance Angolan diamond interests.


    Kebble's present and known diamond interests were in the Letseng diamond mine in Lesotho, where huge diamonds of 100 carats or more had been found recently.


    Exclusive diamond rights


    Letseng is jointly owned by JCI, Matodzi and the Lesotho government. Several loans for JCI were also made against the Letseng assets.


    The Angolan diamond industry was also popular at present, with various foreign players trying to get prospecting rights.


    Even De Beers was shut out of the market at one stage because the Angolan government had given exclusive rights to Israeli-Russian diamond magnate Lev Leviev.


    Informed circles were speculating that Kebble himself had sold or lent the missing shares in Randgold Resources without the permission of the board to unknown institutions at the end of 2004.


    Barritt said Kebble was "too clever to not have been able to replace the value of the missing shares".

    David J. DesLauriers piece on Venezuela was such a complete work of fiction, I though for a moment that I was reading The Onion. Then I realized that the piece was simply poorly written and poorly researched and that, clearly, it was a DesLauriers original. With respect to the recent moves by the Venezuelan government, thay have little to do with KRY, which has a contract to build and operate a mine THAT THE GOVERNMENT ALREADY OWNS, and much more with getting the Venezuelan mining industry regulation in line with that of the Venezuela's oli patch (which is booming). As for a coup, DesLauriers should give up his soldier of fortune subscription, and remember (i) that Chavez was democratically elected; (ii) Venezuela hasn't done anything that would call for foreign intervention; and (iii) foreign intervention, if it ever where to come, would be disasterous.

    David J. DesLauriers adds insult to injured companies. This was a knee jerk opinion piece that played to Deslauriers personal fears with out adding any new information to the situation. To call for a coup, and to speak of US intervention on a scale of Chile in the 1960's makes Deslauriers a nut case and a poor historian. To intervene with violence has always ended in failure. Iraq is a current example of Deslaurier's thinking. Best to let the Venezuelans work it out for themselves and support them in the process. They need both the expertice and the capital that these foreign companies can supply and I believe that when the rhetoric subsides they will honor thier agreements and welcome the development and investment.

    Kebble: 'Business as usual'

    Cape Town - There was not much evidence of mining magnet Brett Kebble's bloody assassination in Johannesburg at his Bishopscourt offices here on Wednesday.
    A security guard at the office complex in Klaassens Road said: "Many cars have been coming and going the whole morning, but apart from that it was very much like any other day."


    The guard said many of the staff who usually worked there had gone to Johannesburg after hearing the news.


    At the offices of the Brett Kebble Trust in Upper Torquay Road, staff with wooden faces said they were badly shocked, but that Kebble's spokesperson had left for Johannesburg to organise matters there.


    Former judge Willem Heath, Kebble's lawyer, said Kebble's father, Roger, had been battling on Wednesday morning to get a flight from Paris, where he was when he heard the news.


    "I suspect he will try to fly directly to Cape Town to support Brett's family, but will take the first available flight just to get to South Africa."


    'Seemed like a planned attack'


    Kebble's wife, Ingrid, and his children were apparently in Cape Town when he was murdered.


    Although police have not yet confirmed it officially, Heath said Kebble's murder seemed more like a planned attack rather than a hijacking that had gone wrong.


    "It's not in line with a normal hijacking. One of the shots went out through the back window. :O


    "This doesn't sound like something a hijacker would do, but we will have to wait and see what the police investigation comes up with."


    He didn't want to speculate about a possible motive for the attack.


    Heath also flew to Cape Town from Johannesburg on Wednesday morning, but said he had been gooing there on business, anyway.


    "I will support the family and stay informed about the investigation into Brett's death," he said.


    Sympathy streams in


    Meanwhile, eulogies and messages of sympathy have been streaming in to the family's website, http://www.brettkebble.co.za.


    One of them was from Linda Mohr, the adopted mother of Bongani Mvumvu, 16.


    Bongani was able to take part in the International Equestrian Federation's championships in Germany after a donation from Kebble.


    Bongani was named world dressage champion in the 13 to 16 age group at the championships.


    Mohr's message read: "Sorry to hear about Brett. Love, Linda."

    Johannesburg - The family of slain mining magnate Brett Kebble, 41, thinks his murder was an assassination and not a botched hijacking, said spokesperson David Barritt on Wednesday.
    "Police are saying it could be a hijacking, but nobody in the family believes that," he said.


    "There is just too much of a coincidence in the timing of his death," he said.


    Moneyweb reported that, according to a regulatory filing by Randgold Resources with the Securities and Exchange Commission in Washington on June 30 this year it was made clear that 14.4 million shares that Randgold & Exploration (R&E) claimed to hold in Randgold Resources had gone missing.


    The financial website said on Wednesday: "For weeks, there has been the overwhelming sense of a cover-up.


    Encouraged strong emotion in people


    "Kebble, however, had no end of plain old-fashioned enemies, of the kind that would not hesitate to exact revenge."


    Barritt conceded that it was early days of the police probe "and that everybody has their ideas, but nobody really knows".


    He said Kebble was the kind of person who encouraged strong emotion in people.


    "Every prominent business person has enemies, and Brett had his fair share, but I have no idea who could be so evil."


    He said the family was waiting for police to release his body before they finalised funeral arrangements.


    "The funeral will be at the weekend or on Tuesday in Cape Town," he said.


    Barritt said Kebble's wife, Ingrid, and his four children, ranging in age from three to about 13, were in Cape Town.


    "He kept them so separate from his businesses that I barely know them," Barritt said.


    "I was close to Brett, but not the rest of the family. I never knew his sister's name," he said.


    Barritt, who worked with Kebble for 3½ years, said: "Brett was such a big part of my life, day and night.


    "Even as I walk around the house I look for him in the places he used to sit. His poor wife and kids..."


    Superintendent Chris Wilken said it was hoped Kebble's body would be released from the mortuary on Thursday.


    "I think they completed the post-mortem today," he said on Wednesday.


    "And, the results will definitely not be released to the public," he said.


    He said police were looking at two possibilities for Kebble's murder - a botched hijacking or a "hit".


    "We have no concrete evidence either way."


    Wilken dismissed reports that two vagrants had come forward claiming to be witnesses.


    Bullet-ridden body


    "There are no witnesses," he said.


    "I don't know what you are talking about. We have not interviewed a single witness."


    He said police were working on information obtained in Melrose, Johannesburg North, where Kebble's bullet-ridden body was found slumped in his vehicle on Tuesday night.


    "We have been working round the clock since the shooting," he said.


    "A senior officer and a team from the violent crimes unit are paying priority attention to the matter," he said.

    10 Jahre danach leben wir faktisch in einem Einparteienstaat, in dem die regierende ANC über die Zweidrittel-Mehrheit im Parlament verfügt.

    · Man hat viele Gefängnisse nach Ende der Apartheid gebaut, aber die reichen immer noch nicht aus, um mit der wachsenden Kriminalitätswelle Schritt halten zu können...


    · Mehr Schwarze sitzen im Gefängnis nach der Apartheid als davor. (Sie lassen die Polizisten nicht mehr fürchten...)


    · Die ANC-Regierung liebt die Kriminellen. Sie schenkte ihnen sogar das Wahlrecht! 100.000 Gefangenen wurden für die Wahlen registriert...


    · Viele Kriminelle hatten allerdings Angst vor der Registrierung, denn sie mußten ihre Fingerabdrücke erfassen lassen. Sie befürchteten, daß ihnen dadurch weitere begangene Straftaten nachgewiesen werden könnten!! (Ich frage: wieso konnten sie überhaupt ohne Fingerabdruck im Gefängnis landen?!!! Sonderbare Dinge geschehen in diesem Land!)


    · Wir hatten 10 Jahre Frieden ohne internationale Sanktionen und der meist ersehnte boom kam trotzdem nicht.


    · Unsere sozialistische Wirtschaft kleckert vor sich hin. Die jährliche Wirtschafts-wachstumsrate bewegt sich bei 1,3% - dies entspricht ungefähr der Hälfte des Zuwachses unter der Weißen Regierung (manchmal wöchentlich).


    · Die Demokratische Allianz schätzt: mit besserem Wirtschaften wäre eine Wachstumsrate von 6% durchaus möglich.


    · 80% aller Selbsthilfe-Projekte für Schwarzen seit 1994 in der Umgebung von Johannesburg (Gauteng) scheiterten.


    · Laßt euch keine Illusionen darüber aufkommen, wohin die ANC uns alle führen wird. Sie unterstützt moralisch und finanziell Zimbabwe, Haiti, DRC (Zaire) und Co., wo sozialistische Diktatoren das Sagen haben und sogar die Schwarzen unterdrücken!


    · In den Wahlen vom April 2004 konnte die ANC letztlich die absolute Mehrheit über 66% erreichen


    · und es erlaubt ihr die Änderung der Verfassung nach Herzenslust. Keine andere Partei kann es verhindern.


    · Genau das hat auch Mugabe zuvor getan, um anschließend 95% des Agrarbodens von den 4.500 Weißen-Farmers zu enteignen.


    · Die ANC erhielt rund 70% der Wählerstimmen (trotz den von der IFP gemeldeten 42 Unregelmäßigkeiten allein in KwaZulu/Natal).


    · Jetzt sind wir offiziell der jüngste Einparteienstaat in Afrika, wir folgen dem Weg von Zimbabwe, wo niemand mehr, nicht mal die Schwarzen selbst, in Frieden leben können...


    · Südafrikas Wirtschafts-, Beschäftigungs- und Kriminalitätsraten waren viel besser, als die ganze Welt uns haßte und wir Bevölkerungsunruhen hatten.


    · Am Ende ist nur eine handvolle, reiche, schwarze Superelite der einzige Gewinner... YEAH !!

    Egal Tambok, dann war eben der Moerder ein "Handlanger" der Justiz.


    Der Moerder von der Exfrau De Klerks war wahrscheinlich auch von der Justiz als sie aussagen wollte gegen ihren Mann weil er sie verlassen hat vor der Scheidung die es nie gab.


    De Klerk hat uns alle verraten und verkauft, der sitzt lachend im Ausland mit neuer Frau und schwingt tolle Reden.


    So bekommt man einen Nobelpreis !


    Es gibt eben keine Justiz mehr seit dem man die Todesstrafe abgeschafft hat.


    Beim naechsten Geburtstag von Mandela duerfen sie wieder raus.


    Die Saga geht weiter, die Wahrheit kommt nie raus.


    Was habt ihr schon fuer eine Ahnung was ein Neger wirklich ist.

    Die letzten news habe ich bei DRD abgesetzt, lachhaft das man carjack erst Ernst nehmen muss wenn ein Kebble stirbt der hier alle 20 min der Fall ist.
    Aus was soll den Brett auferstehen, wie haettest du es gerne ?
    Der erscheint nirgendwo auf diesen Planeten und wenn erkennt man ihn nicht mehr. Was hat er schon gross gehabt trotz seiner Kohle vom Leben ? So gehts hier, darum geniesse jeden Tag man ist laenger tot als lebendig. Fuer mich war es ein carjack, die sind gestoert worden oder kriegten den Mercedes nicht zum laufen da teuren Limos Alarm und Wegfahrt Codes haben, ebenso tracking device ueber Satellite.


    Mich interessiert jetzt mehr wie es weiter geht ohne ihn und wo die Randgold Aktien sind die er "verliehen" hat.


    Wenn er Meier heissen wuerde kraeht kein Hahn nach ihm und es gibt nichts in der Zeitung darueber zu lesen weil es eben der bittere Alltag hier ist in sunny RSA. Die Sonne kann teuer werden !
