Das in dieser Woche stattfindende JSB muss handfeste Ergebnisse liefern, dann geht es mit dem Kurs rasant gen Norden, so schnell können viele gar nicht gucken.
Aber der Weg zur Wiederaufnahme der Produktion ist und bleibt ein steiniger. Es gibt noch viele Hürden zu überwinden. Aber für alle, die hier investiert sind oder noch investieren wollen und bereit sind die "wall of fear" zu überwinden, denen steht meiner Meinung nach eine Kursvervielfachung bevor.

SYDNEY (Dow Jones)--Papua New Guinea's government expects to agree
terms with Bougainville authorities next year to lift a moratorium on
mining in the battle-scarred island and resume operations the following
year.
"Give us two years and mining will restart in the Panguna mine," PNG
mining minister Sam Akoitai told Dow Jones Newswires Tuesday.
Anglo Australian miner Rio Tinto Plc. (RTP) shut the massive Panguna
copper and gold mine in May 1989 after repeated attacks on
infrastructure and workers by secessionist rebels.
Speaking on the sidelines of a PNG mining conference in Sydney,
Akoitai said both the Bougainville autonomous government and foreign
investors are keen to resume activities in the minerals-rich South
Pacific island once fiscal arrangements are agreed.
"Bougainville is a place where every man and woman will swim across
to," he said, when asked about the current level of investor interest.
"I've been approached by many many companies who are interested in
doing exploration in Bougainville and also companies interested in
talking about Panguna," he said.
"But my approach would be I'd rather work with the devil I know than
getting somebody new to come in and start again," he said, referring to
Rio Tinto subsidiary Bougainville Copper Ltd. (BOC.AU)
"I've had the opportunity to work with Bougainville Copper for nine
years and think they're doing a very good job."
Besides holding the position of PNG national mining minister, Akoitai
is also the parliamentary member for Central Bougainville.
Panguna produced about 180,000 tons of copper a year to rank as the
world's third-largest copper mine. It remains closed despite a 1998
cease-fire and the formation of an autonomous island government.
Any decision on resuming mining at the dismantled operation is
estimated to cost around US$1 billion.
Before any decision can be taken, however, stakeholders must complete
a review of new fiscal and operating terms for exploration and mining on
the island, Akoitai said.
The long-delayed review process is expected to begin in the first
quarter of next year and take "months" to complete, he said, adding the
benefits for Bougainville would have to be significantly better than
current terms.
"It's an issue close to me. I'm from Bougainville and I also represent
the electorate where the mine is. I would want the review process to be
concluded quickly so we can decide the future of mining in
Bougainville."
"The whole reason the government in Bougainville asked for this review
process to began is so we can sort out the outstanding issues and then
perhaps start mining from a clean sheet."
Benefits for the local community would have to be in line with new
benchmarks of modern mines, he said, without elaborating.
Akoitai said Australia's Ord River Resources Ltd. (ORD.AU) and
Gallipoli Mining Pty Ltd are among companies to make recent approaches
to authorities on the possibility of exploring in Bougainville.

Bin auch in BOC investiert und spekuliere auch auf die Festlegung auf eine Wiedereröffnung im kommenden Jahr.
Die Risiken sind weiterhin groß (politische und rechtliche Unsicherheiten, Finanzierung und "Altlasten" etc.), aber die Chancen sind m.E. adäquat. Aus Sicht der BOC-Anleger hat sich die Situation zumindest seit langer, langer Zeit nicht mehr so aussichtsreich dargestellt wie heute.

AFTER years of reporting " there has been no production since 15th May 1989" , things may appear to be improving for Bougainville Copper following the election of a new autonomous government last year and recent meetings with the PNG Government discussing the possible resurrection of the massive Panguna copper-gold mine.
After reporting a net profit for 2005 of $A48,000 earlier in the week, company secretary Paul Coleman told PNGIndustryNews.net the time was now right to assess the future of Panguna, given the highs currently being enjoyed by both copper and gold prices.
" With the minerals boom that is going on at the moment, Bougainville Copper has got to reinvent itself one way or another – whether it is Panguna or whether it is something else – the time is now right and there is a window of opportunity," he said.
" It is really a matter of working out what the Bougainvilleans themselves want and once they have made up their mind then I think the next stage is, do they want development and do they want mining? Or are they still cautious about it.
" Once they have made up [their minds] on that issue, then we have got to discuss where Bougainville Copper fits into that whole picture. If it fits in pretty well, then maybe we could start looking at doing things."
Coleman said the company, which is majority-held by resources Goliath Rio Tinto (53.58%), had recently been in discussions with the PNG Government, which also holds a 19% stake, and now hoped to meet with the new autonomous government in the coming month.
" We have been in discussions with those guys, the national government is definitely pushing it, the Minister for Mines is pushing it and it is now a matter of the Autonomous Government and us getting together," he said.
" That process has started but that is about as far as it has got. There is willingness on all parts, it is just a matter of getting all the parties together."
According to Bougainville's website, " company policy is still to ultimately divest the Bougainville assets" .
The Panguna mine operated from 1972 to 1989 and was closed after a series of violent attacks on employees. Since evacuating all employees from the island in early 1990, the company has not been able to return to Panguna to assess the level of damage and deterioration to the significant assets left behind.
Coleman said a resource of around 625 million tonnes at 0.4% copper and small amounts of gold remains in the ground at Panguna. There remains a moratorium on any form of exploration on Bougainville.
Previous cost estimates at restarting the Panguna operation have been put at more than $A1 billion.
" Certainly the future for Panguna is pretty good, if they want it to be," Coleman said.
The company has no employees but is being run by a small team of Rio Tinto Minerals staff from Port Moresby.
Robert Burns, general manager of Rio Tinto's Improving Performance Together division, was appointed a director of the company two months ago.
Bougainville Copper closed up 9c (15%) on the ASX today to 69c.

am 3. Januar dieses Jahres gab die Gesellschaft folgendes per Pressemitteilung bekannt:
"The Chairman Mr Peter Taylor is pleased to announce the appointment to the
Board of Mr Robert Burns as a Director. Mr Burns is 57 years old and an
executive with the Rio Tinto Group. Mr Burns is a Metallurgist by profession
as has over 32 years experience in the mining industry, his current role is
General Manager – Rio Tinto Improving Performance Together."
Frage: Würde RT einen solch erfahrenen Profi aus den eigenen Reihen ins Board von BOC berufen, wenn man bei RT -wie ja immer noch behauptet- keine Absicht habe, die Panguna Mine wieder zu eröffnen? Was meint Ihr?

Ich bin weiterhin optimistisch, dass es letztlich zu einer Wiedereröffnung der Panguna Mine kommt. Natürlich bleibt ein erhebliches Restrisiko auch in Hinblick auf die Finanzierung des Ganzen.
Fakt ist: es schaut besser aus denn je in den vergangenen 10 Jahren. Schaun mer mal!

Drei Anmerkungen:
1.Mich würde wundern, wenn es hierzu seriöse Berichte gäbe, konnte doch offiziellen Angaben nach im vergangenen Jahrzehnt keiner mehr die von Ona besetzte "No-Go-Zone" betreten, mithin also keiner die Mine besichtigen.
2. Du schreibst, die Reaktivierung der Mine würde Unsummen kosten und deutest somit die Unprofitabilität der Wiedereröffnung an. Daher 2 Fragen an dich:
a) Was sind die Unsummen denn in USD ausgedrückt?
b) Um eine Bewertung der Kosten-Nutzen-Relation vornehmen zu können, hast du offensichtlich die Investition (=Unsummen) in Relation zum Ertrag gesetzt. Bitte erläutere den Ertragsansatz, den du hierzu gewählt hast. Danke!
3. Bougainville Copper besitzt die exklusiven Abbaurechte für Mineralien auf der Insel. Geologischen Gutachten früherer Jahre zufolge, soll es auf der Insel noch Unmengen abbaufähiger und auf dem Weltmarkt benötigter Rohstoffe geben.
Freue mich auf dein Feedback.
Ansonsten bleibe ich beim sportlichen Ansatz: in 1-2 Jahren werden wir sehen, wer richtig lag. Bzw. was die Wiedereröffnung betrifft, da werden wir schon in Kürze (ich denke, SPÄTESTENS im Herbst dieses Jahres) die Fakten kennen.

Ok, ich nehm es sportlich: Ihr glaubt nicht dran, ich tue es. In 12 - 24 Monaten spätestens sehen wir, wer die Wette gewonnen hat.

Bei der Basis-Einschätzung bin ich größtenteils bei dir. Risiko und Chancen sind weiterhin extrem hoch.
Das politische Umfeld sehe ich aber für die Spekulation nicht so negativ wie du. Natürlich bin ich der Letzte, der glaubt, dass ein Inselvolk irgendwo auf einer Mini-Insel in fernen Pazifikregionen ein Volk voller Engel ist, welchen das Wort Korruption ein Fremdwort wäre.
Jedoch ist aus meiner Sicht der klar zum Ausdruck gebrachte politische Wille zur Abstimmung über die Wiederzulassung von Explorationen der entscheidende Punkt in dieser Sache. Die Politiker wollen, die Landeigener wollen und das wird letztlich m.E. den Ausschlag für die Wiedereröffnung geben. Es geht "nur" noch, um das Finden einer gerechten Verteilung der Erträge zwischen Eigner (Rio Tinto), Regierung, Landeigner und Bevölkerung.
Die Chance einer Vervielfachung ist zweifelsfrei gegeben und das Risiko, wenn auch immer noch zweifelsfrei gegeben, niemals so gering wie heute. Für mich daher ein hoch-spekulativer Kauf mit Chance auf Vervielfachung in absehbarer Zeit. Für ein Basisinvestment im Depot aber sicherlich nicht geeignet.

Bougainville Copper Ltd. (BOC.AU) said Tuesday that it is willing to talk to Papua New Guinea officials about a US$1 billion-plus revival of its former copper mine following the recent death of Bougainville rebel leader Francis Ona.
Bougainville Copper chairman Peter Taylor said that he would need to ask PNG's national government and Bougainville President Joseph Kabui whether they are " interested in any sort of mining and exploration on the island" .
" I'm willing and able to talk to both groups whenever they're ready," Taylor told in an interview.
" Whether the fact that Mr Ona is no longer around means that they are more or less willing - I'll just have to wait and see," he said. Bougainville Copper is 53.6% owned by global miner Rio Tinto Plc. (RTP).
The death Sunday of Ona - the self-declared King of Bougainville who policed a no-go zone around the mine with the help of armed supporters - has revived speculation that talks can now resume on reopening the mine amid booming copper prices.
When production stopped in 1989 because of militant action by Ona and his supporters, Bougainville's Panguna operation was one of the world's biggest copper mines.
In its 17 life, the mine produced concentrates containing three million metric tons of copper, 306 tons of gold and 784 tons of silver.
Es sieht immer besser aus.... Was noch vor Wochen als Hirngespinnste von unverbesserlichen Zockern abgetan wurde, wird jetzt Realität. Wahnsinn, wie schnell das manchmal gehen kann. Aber: noch kann viel passieren. In trockenen Tüchern ist die Eröffnung der Mine jedenfalls noch nicht. Leider!
Aber: die Spekulation hat jetzt Fakten als Grundlage, vor Wochen waren das nur Wunschträume.

Man, man, man.... da ist man mal 3 Tage im Ausland unterwegs und schon passiert was auf Bougainville....
Rebellenfuehrer Francis Ona stirbt an Malaria und somit faellt ein weiteres verbliebenes Restrisiko fuer die Wiedereroeffnung der Mine weg. Der Kurs stieg seit der News am Wochenende auch schon deutlich an. Krass, es sah noch nie so positiv aus fuer eine Wiedereroeffnung durch RT wie heute.
Ist sonst hier niemand in Bougainville Copper investiert?

Hmmm, frage mich gerade, ob es nun ein gutes oder schlechtes Zeichen ist, dass Bougainville Copper am Freitag auf 3SAT besprochen wurde. 
Naja, schaun mer mal, wohin uns die Gespräche zwischen Regierung, Rio Tinto und Landbesitzer in den kommenden Tagen, Wochen und Monaten noch so führen werden.
Ich glaube ja weiterhin, dass an einer Wiedereröffnung dieser gigantischen Mine kein Weg dran vorbei führt.

-welcher Krieg ist zu Ende? --> Der Bürgerkrieg auf Bougainville.
-Freie Wahlen? Wo? --> Bougainville.
-Der Kurs hätte steigen müssen, bevor in der Öffentlichkeit eine Wiedereröffnung der Mine diskutiert wird. --> War er auch bis auf -aus Erinnerung jetzt- AUD 1,30 und notiert nunmehr wieder bei 0,70 - 0,80 Australischen Dollar.
- Das er nicht gestiegen ist, zeigt, zumindest vorerst, dass einer Neueröffnung in absehbarer Zeit keine Chance eingeräumt wird. --> Und genau hierin sehe ich ja eine riesen Chance. Die Entwicklung auf dieser kleinen Insel ist überhaupt noch nicht auf den Radarschirmen der Investoren und selbst wenn Kofi Annan nun über die UNO zur "historischen Wahl" gratuliert ist noch kaum Bewegung drin. Lokale Medien berichten aber nun nach der Wahl offen darüber, dass Politiker mit den Landbesitzern über das Thema Mine wieder reden. Wenn man bedenkt, dass letztlich die Mine der Auslöser des Bürgerkrieges war, dann mag man erkennen, wie nötig es die Regierung hat, Gelder zu beschaffen, um eine stabile Entwicklung in Gang zu setzen. Mit Fischfang, Tourismus und ein bißchen Landwirtschaft ist da auf absehbare Zeit nichts zu holen.
Und: die Mine dort ist die viertgrößte Tagebaumine der Welt.
- Erstens kommt es anders, und zweitens als man denkt.
Meistens ist dem wohl so. Aber an die Wiedereröffnung der Mine glaube ich nach langer Lektüre der lokalen Medien dort unten dennoch. Bin ja auch deshalb gut investiert in diesen Wert, wollte aber dennoch mal hören, wie ihr diesen Wert (867948 für die ADRs) so seht.

Als hier auf der Webseite zuletzt Bougainville redaktionell besprochen wurde, gab es eine klare Verkaufsempfehlung dieses "Zockerpapieres". Zwischenzeitlich hat sich vieles, ja fast alles von dem, was man damals als Hirngespinste und Wunschdenken der Anleger/Zocker bezeichnete verwirklicht:
- Ende des Krieges
- Freie Wahlen wurden diesen Monat durchgeführt
- Die Regierung wird eingeschworen
- Die Wiedereröffnung der Ende der 80er Jahre wegen des Bürgerkrieges geschlossenen Panguna-Mine wird wieder öffentlich von den gewählten Politikern diskutiert. Vor Wochen noch ein absolutes Tabuthema, jetzt Realität.
Der Aktienkurs hat hieraus bisher kaum reagiert. Wenn die Mine aber wieder eröffnet werden sollte, dann müßte sich der Kurs vervielfachen, meine ich. Daher die Frage: was meint Ihr?
