Ich habe irgendwo mal gelesen das man ein paar Gangster aus dem Ostblock rechtzeitig geschnappt hat als sie dabei waren 500 millionen Euro Falschgeld auf den Markt abzuladen.
Die Blueten waren gute Qualitaet, beim naechsten mal klappt es. ![]()

South African companies are like Irish coffee with whites on top and blacks at the bottom, said Jimmy Manyi, chairperson of the Employment Equity Commission on Saturday.
"There is the white part on top and a mass of black at the bottom, with a sprinkling of black right on top," Myani said. ![]()
Speaking at the University of Stellenbosch's monthly Leader's Angle talk on Saturday, Myani used this analogy to explain the lack of employment equity at the top, senior and professional management levels in South African companies, as shown by the latest equity figures.
Myani, who is also the president of the Black Management Forum (BMF), suggested that labour minister, Membathisi Mdladlana, should issue fines to companies not complying with employment equity.
He said fines would allow for remedial action to take place, and force companies to comply with employment equity.
"We can conclude that the management of the economy is still being controlled by whites... even if you look at black executives, there is nothing that you can conclude with them because they will tell you: 'I will get back to you'," he said.
'What precedent do we set...'
The distribution of the economically active population (EAP) in which South Africans between the ages of 15 and 65 are able to work - is measured as a percentage in terms of race, gender and disability.
The employment equity report then evaluates companies according to how well each population group (black, white, Indian, male female and people with disabilities) is represented and whether the representation of each group in companies is in line with the EAP percentage.
The EAP for blacks is 87.2% (46.9 male and 40.3 female) and for whites is 12.8% (7.3% male and 5.5 female).
"On the issue of white women, the commission is asking; have we, or have we not met the policy objective of seeking equitable representation of this designated group?
"The EAP of white women is 5.5%, but they occupy 14.7% of all top management positions, 19% of all senior management positions and a further 22.1% of all professionally qualified and middle management positions," said Manyi.
"What precedent do we set by allowing one group to surpass its EAP more than three times? What if we reached 80% of EAP for blacks and simply continued to increase this percentage?" he asked.
Serious problem with white gatekeepers
He said coloured people should challenge their employers in terms of their EAP and representation in the workplace.
On the issue of whether young whites should be excluded or included under employment equity, Manyi said young whites were still more privileged than other youths because their parents benefited from apartheid.
"For instance, white parents are able to make loans for their kids to study further."
Manyi said there was even a racial element in the employment of people with disabilities.
"While the representation of disabled people in the workplace has decreased generally, it is still white handicapped males who are being favoured for appointments."
He said employment equity was not reverse racism.
"This may have been the case if blacks were represented at the rate of 80% in companies and the act continued to favour them over others.
"Being black is not good enough. There is a serious problem with white gatekeepers at companies who do not see the merit in blacks.
People only see merit in people who look like them," said Manyi.

All that glisters may not be gold

It has long been the plaything of kings, the spoil of conquerors and supposedly the safest investment that money can buy. But for the people of Britain, our national nest-egg may not quite be what it appears.
Hidden away in vaults under the City of London, Britain’s hoard of gold bullion, regarded as the best insurance against any turmoil in global money markets, is beginning to crumble. The deterioration, some experts claim, may suggest that it is not pure gold. ![]()
The Bank of England, guardian of the 320-tonne stash under Threadneedle Street, admitted yesterday that cracks and fissures had appeared in some of its gold.
Questions put to the Bank, made under the Freedom of Information Act, revealed that this deterioration would temporarily reduce the gold’s £4 billion value and make it more difficult to sell.

The discovery is a further embarrasment for the beleaguered Bank, coming only days after it was blamed in part for the Northern Rock crisis. But it said that most of the hoard remained in mint condition. It denied suggestions by some experts that the deterioration was evidence that the gold may have been adulterated with base metal.
"This is not about purity, this is about physical appearance," the Bank insisted, saying that its bars were 99.9 per cent pure gold. The problem was due to the age of the bars, many of which were imported from the US in the 1930s and 1940s.
Although the gold carries assay marks, a guarantee from the refiner of its purity, there are no accompanying assay certificates, now regarded as essential by gold traders.
The Bank holds the gold on behalf of the Treasury, mainly in bars, but also in ingots and coins. Most of the hoard is thought to be stored in bars weighing between 10.9kg (24lb) and 13.4kg, and each worth between $258,000 (£123,000) and $317,000.
Revelations about its physical deterioration were secured by the trade journal Metal Bulletin, which has been trying to ascertain the truth since May. Rumours that the Bank’s gold was not in tiptop condition have circulated in the gold market for years, but Stuart Allen, the Bank’s deputy secretary, has now confirmed there is an issue.
To be traded, gold bars have to meet so-called London Good Delivery (LGD) standards, as laid down by the London Bullion Market Association. Mr Allen wrote to the journal: "There is some uncertainty about the status of LGD standards in respect of certain categories of gold bars that have been held in deep storage for many years." ![]()
The Bank was in discussions with the association to clarify how much of its gold was in sub-standard condition, Mr Allen added.
A Bank spokesman insisted it was not a big problem. The gold could easily be sent off to a refiner to be melted down and turned into new bars, he said. According to market observers questioned by Metal Bulletin, cracks and fissures suggested that the bars may not be pure gold. The gold in coin form may also be contaminated with base metal. ![]()
If 100 per cent pure, the gold would be worth just over £4 billion at the current price of $738 an ounce.
The Government keeps reserves of gold and foreign currency to use to prop up sterling in times of adversity. In theory, in times of war, reserves could be used to finance emergency imports.
Britain’s reserves have already been more than halved in recent years after Gordon Brown’s controversial decision to sell 395 tonnes of gold between 1999 and 2002,
when he was Chancellor. The soaring price since then has left critics questioning the decision and its timing.
Peter Ryan, an analyst at the consultant Gold Field Mineral Services, said: "I would guess that it would only be a small proportion that doesn’t conform to standards and it would only be an issue if they needed to sell the gold. Some of this gold was acquired 30 or 40 years ago and standards do vary, but it is not difficult to fix." The gold price has been soaring recently as investors seek a hedge against the falling dollar and inflation worries. Strong demand from India, the biggest gold-consuming country in the world, has also boosted prices. There, gold jewellery, ingots and coins are a favourite wedding and festival gift.
Analysts suggested that the Bank, which declined to say how much tonnage was affected, would not be alone with its deteriorating bars. Many other central banks with reserves going back centuries could face similar problems.
Governments of Australia, Switzerland, the Netherlands, Argentina and Belgium, as well as Britain, have sold gold reserves in recent years. Britain argued that gold represented too large and risky a proportion of its total reserves. But the fashion for selling reserves appears to have faded as the price has risen. ![]()
Net government sales were only 328 tonnes worldwide last year, down 51 per cent, according to Gold Fields Mineral Services.

Harare - Zimbabwe's proposed empowerment law will hit production in the nation's top foreign currency earning sector, which is already grappling with exchange rate and power problems, an industry official said on Friday.
Zimbabwe's Chamber of Mines, a representative body for an industry still dominated by foreign firms, said the bill was a blow to miners, who contribute about 35% of the country's foreign currency earnings.
"We have all sorts of problems, :D.. but these have been made worse by the recent passing of the empowerment bill," the chamber's acting chief executive Douglas Verden told Reuters.
"We must have a foreign investor-friendly environment because mining is very expensive...if government decides to take over 51%, then foreign investment will cease. No foreign investor will come in knowing they will not take control." ![]()
On Wednesday, President Robert Mugabe's government pushed through parliament a bill allowing the transfer of majority control of all foreign-owned firms - including mines and banks - to black Zimbabweans.

The bill is expected to sail through the upper Senate, also dominated by Mugabe's ZANU PF, before being signed into law.

Verden said the industry, which had been consulting with the government over the past five years regarding the empowerment law, would wait to see how the law would be applied, particularly to firms with considerable social investments.

"The die is cast, now we wait and see," Verden said.
"The bill itself as it stands is an enabling act, allowing the minister to make regulations. We are now waiting to see exactly what transpires."
Indigenisation and Economic Empowerment Minister Paul Mangwana has said government would allow companies to comply to the new rules gradually.
Verden said miners were concerned about how they would be paid for shares to be transferred to locals.
"It's still unclear, but we've heard of some fanciful options such as financing the purchase through dividends - remember not many mines are making profits at the moment - or in the Zimbabwe dollar, which is worthless."
Mining output, especially in the key gold sector, would decline further due to the added uncertainty surrounding the bill, persistent electricity cuts and the flight of skills.
Verden said Zimbabwe was losing ground to other countries on the continent with friendly mining policies.
Government officials say Zimbabwe's mining output dipped by 14% in 2006, while gold deliveries to the central bank - the country's sole buyer of the metal - were down to 11 tonnes from 14 tonnes the previous year.
"Unless there is a huge increase in production in the last two months of the year, which is most unlikely, we will have about 8 tonnes of gold this year," Verden said.
"If we fall below the 10 tonnes mark, we will cease to be a member of the bullion club, meaning we'd have to market our gold through a third party... that would increase costs through commission and lead to delays in payment," he said.

A major question now is will this new gold price level hold, or will it sell off on profit taking. One significant concern here is that the ongoing credit crisis, and problems in the corporate paper markets not rolling over, could lead to another equity sell off. That could leave gold vulnerable to liquidity selling, particularly since funds are now carrying gold profits at these new high prices.
Again, the USD must stay below 78 on the USDX for this gold rally to stay with us.

Opposition parties on Friday called for a judicial commission to investigate National Police Commissioner Jackie Selebi and for President Thabo Mbeki to state categorically whether a warrant had been issued for Selebi's arrest.
Mbeki could not himself decide about Selebi, as Mbeki's "credibility is under suspicion because it appears as if he has favourites whom he protects", Freedom Front Plus spokesperson Pieter Groenewald said.
Therefore, a judicial commission of inquiry should be appointed to investigate Selebi for involvement in organised crime ,nationally and internationally as well as, for involvment in the murder of Brett Kebble.
In a letter to Mbeki, Groenewald said various allegations were being levelled against Selebi.
There were reports of a dossier with the Scorpions implying that Selebi could be involved with a crime syndicate.
Call for independent judicial commission
"Because other members of the SAPS could be possible witnesses and the tension which currently exists between Commissioner Selebi and the Scorpions, you are requested to appoint an independent judicial commission of inquiry.
"It is in the national interest to disprove or confirm these allegations," Groenewald wrote.
Democratic Alliance leader Helen Zille urged Mbeki to say whether a warrant was issued for Selebi's arrest.
Reports that the National Prosecuting Authority had obtained such a warrant put Mbeki's suspension of NPA head Vusi Pikoli, on Monday this week, "in a disturbing new light", she said in her weekly on-line newsletter.
Earlier, the Cape Times quoted "well-placed sources" as saying the Scorpions, the investigative unit that reports directly to Pikoli, had plans for at least three months to arrest Selebi, but backed off after "intervention" by top government officials.
Further, that Pikoli "had obtained a warrant of arrest against Selebi a week ago".
Confirm or deny, Zille urges Mbeki
Zille said the seriousness of the situation should not be underestimated.
"We are entering a phase in our democracy where the most serious questions, with profound constitutional implications, are being asked about the conduct of the president and the national police commissioner. The president needs to take the nation into his confidence."
The latest reports needed to be either confirmed or emphatically denied as a matter of great urgency, she said.
Inkatha Freedom Party spokesperson Velaphi Ndlovu agreed the time had come for "the slate to be cleaned at the highest level".
"The country has the right to know the true facts. It is untenable to have a commissioner of police and a director of national prosecutions under such a dark cloud.
"The IFP in the public interest therefore puts an extremely serious question to President Mbeki, namely: Has a warrant of arrest, or any warrant, at any stage, been applied for against Mr Selebi?"
Civil rights initiative AfriForum asked Public Protector Lawrence Mushwana to investigate Pikoli's suspension.
Improper conduct
AfriForum CEO Kallie Kriel, said Mbeki's suspension of Pikoli would amount to improper conduct if the suspension was motivated by something having no bearing on the efficiency with which the NPA executed its duties.
"In any effectively functioning constitutional state, it is expected of the NPA to investigate all allegations about criminal activities as thoroughly as possible, especially if such allegations were to be made against a chief of police.
"If the warrant for the arrest of Selebi indeed played a role in Pikoli's suspension, it would be a severe blow for the concept of a constitutional state, as defined in the South African Constitution," Kriel said.
Meanwhile, Safety Security Minister Charles Nqakula says he was "taken aback" by reports that a warrant of arrest had been issued for Selebi. ![]()
He told reporters on Friday he was still to briefed on the matter by Mbeki.
Nqakula said if the news reports about the warrant were true it was "highly regrettable" that he had not been informed of the matter. ![]()

A major New York investment house, Citgroup, this week acknowledged that central banks have been colluding to suppress the price of gold.
The acknowledgement came in a long report on the prospects for the metals and mining industry, "Gold: Riding the Reflationary Rescue." It was written by Citigroup analysts John H. Hill and Graham Wark, who, in a section titled "Central Banks: Capitulating on Gold?," write:
"Official sales ran hot in 2007, offset by rapid de-hedging. Gold undoubtedly faced headwinds this year from resurgent central bank selling, which was clearly timed to cap the gold price. Our sense is that central banks have been forced to choose between global recession or sacrificing control of gold, and have chosen the perceived lesser of two evils. This reflationary dynamic also seems to be playing out in oil markets."
