Barrick Gold announced Thursday that it has eliminated all non-project related hedge contracts but will retain 9.5 million ounces of project gold forward sales contracts. ...

While analysts viewed the further 1 million ounce reduction of Barrick's hedgebook during January and February as positive, they also noted it resulted in a $327 million or 37-cents-per-share reduction to fourth-quarter profits. Wilkins told analysts Thursday that Barrick is studying options to deal with the embedded mark-to-market loss. ...

'UK fears US will attack Iran'

London - Senior British government officials fear that US President George W Bush will attack Iran before his final term in office ends in a little less than two years time, The Times reported on Friday.

They fear that Bush will seek to "settle the Iranian question through military means", the daily reported, quoting unidentified senior British government sources.

"He (Bush) will not want to leave it unresolved for his successor," one of the sources told The Times.

The Guardian meanwhile reported that much of the intelligence provided by American agencies about Iran's nuclear facilities to UN inspectors has turned out to be unfounded.

Citing unnamed diplomatic sources in Vienna, the base for the UN's International Atomic Energy Agency (IAEA), most of the tip-offs about supposedly secret weapons sites have led to dead ends.

"Most of it has turned out to be incorrect," an unidentified diplomat at the IAEA with detailed knowledge of the agency's investigations told The Guardian.

"They gave us a paper with a list of sites. (The inspectors) did some follow-up, they went to some military sites, but there was no sign of (banned nuclear) activities."

"Now (the inspectors) don't go in blindly. Only if it passes a credibility test."

No plans to attack Iran - Blair

The reports follow comments made on Thursday by British Prime Minister Tony Blair who insisted there is "no planning" under way for an attack on Iran, and added that he knew of "nobody" in Washington who was planning an invasion either.

"You can't absolutely predict every set of circumstances that comes about but sitting here now talking to you, I can tell you Iran is not Iraq," Blair told BBC Radio.

"There is, as far as I know, no planning going on to make an attack on Iran and people are pursuing a diplomatic and political solution for a good reason - that it is the only solution that anyone can think of as viable and sensible."

Foreign secretary Margaret Beckett also said on Thursday that Britain remained committed to a negotiated solution and would now consult with its international partners to find a way to prevent Iran acquiring the means to develop nuclear weapons.

Iran has failed to comply with a United Nations security council demand to halt uranium enrichment, according to a report issued by Mohamed ElBaradei, head of the IAEA.

    Gold Outlook

In my last commentary way back in November, I stated the following:

"It seems that the 570ish level was indeed a base, as gold prices have recently broken through the 612.50 resistant levels to climb above the $630/ounce level. At this level, I expect gold prices to move up and down but I am confident that we are now back on track with gold. The recent move up broke the downward trend of recent months. I would expect the 612.50 level to be a good level of support and still would not be surprised to see gold prices have a sharp rally to new highs before the end of the year."

Even though I have not had an opportunity to post updated commentary, I do believe that the gold bull market is indeed back on track. Gold prices have been especially strong in the midst of volatile and declining oil prices. While oil prices have generally moved alongside gold prices from a longer term perspective, the last couple of months has signaled a decoupling of gold and oil. ;)

    R11bn more to fight crime

    2007-2-21 16:45

Cape Town - Resources going to the South African Police Service will rise by "a further 34%" from R33bn in 2006/07 to R44bn in 2009/10, Trevor Manuel reported in his Budget speech on Wednesday.

With crime being a focus of government interactions with big business in recent weeks - following First National Bank's pulling of a multi-million rand multi-media anti-crime campaign - Manuel emphasised that "our government recognises the seriousness of our crime situation and will continue to provide leadership in the fight against crime."

The Financial Intelligence Centre, the Financial Services Board and the South African Revenue Service have been instructed by Finance Minister Trevor Manuel to work "collaboratively" with the South African Police Service and prosecutors in dealing with financial crime and its proceeds.

Manuel did not mention the Fidentia saga - where public funds are reported missing from the transport and education sectoral training authority.

    Greed driving crime

But he took pains to report in his Budget speech on Wednesday that government "must ensure that neither organised crime nor abuse of stewardship obligations should be allowed to violate our hard-earned democracy and the integrity of our country."

The finance minister noted that "we cannot escape the fact that greed plays a role in driving crime," noting the destructive effects of the "relentless pursuit of individual self-enrichment at the expense of the broader development and progress of society."

In an apparent reference to the Fidentia funding saga, Manuel said: "We need to insist that honesty and integrity are core values of our economic and financial institutions.

"We continue to see instances of flagrant abuse of this principle, often involving hundreds of millions of rand."

"I want to make it clear that we will not tolerate a situation where individuals pillage and plunder millions from the companies they run or from ordinary South Africans who are poor and humble people whose entire life savings get destroyed in the process.

"We continue to see extraordinary methods to evade tax and legal obligations relating to anti-money laundering legislation," said Manuel.

    'Communites must help'

But, the finance minister said, "effective crime fighting depends on partnerships between our law enforcement agencies and communities".

"Through community police forums, all citizens have the opportunity to contribute towards making their communities safer. In this way, each person can help in the construction of a society where human life has equal worth."

The budget for the Department of Justice had increased by 41% in the past three years and would rise by 52% over the next three years, he also reported.
