Of course both gold and silver are also partly being held down by the appreciation in the U.S. dollar – although this should perhaps be more aptly described as the depreciation of other major currencies against their U.S. counterpart. The dollar index has risen 8% since May for example.

If the discount of the pure price of silver in Shanghai reaches zero and becomes a premium, demand for silver on the world market will increase as the Chinese will start importing silver bullion.
At this moment the pure price of silver in China is lower than in London for two reasons:
(i) The cash costs for mining silver in China is significantly lower than elsewhere across the globe. For example Silvercorp can mine silver in the mainland for $9 an ounce.
(ii) China’s economy is heavily dependent on copper and other base metals such as lead and zinc. By importing copper, lead and zinc concentrates that contain silver as a byproduct China is incidental importing silver.
The reason the price difference is a not arbitraged is silver bullion export from the mainland enjoys 17 % VAT (no restitution). Which in affect is an export tariff of 17% to protect silver from leaving the mainland. Read: the State Council is protecting the Chinese silver market to offer their citizens to invest in silver below international prices.

Silber war schon immer außergewöhnlich volatil und bei einer Hebelwirkung von 15,5 würde schon eine falsche Bewegung von nur 6,5% die ganzen 100% des von den Futuresspekulanten riskierten Kapitals auslöschen. Sie können es sich also nicht leisten, lange aufs falsche Pferd zu setzen, denn sonst gehen sie schnell Bankrott. Daher müssen Spekulanten eine wirklich hohe Überzeugung davon haben, dass sich ihre zeitnahen Wetten auf den Silberpreis bald als korrekt erweisen, um solch ein extremes Risiko auf sich zu nehmen. Und das macht das diesjährige Verhalten so faszinierend.

Diese jüngste, gigantische rote Spitze extremer Silberfutures-Leerverkäufe spiegelt eine ähnliche bei Gold wider, zu der ich mich letzte Woche äußerte. Ich handle seit Jahrzehnten und kann einfach nicht die Anziehung von Abwärtswetten mit Hebelwirkung verstehen, auf etwas, das bereits sehr niedrig und extrem unbeliebt ist, nachdem es lange Zeit gefallen ist. Indem man niedrig verkauft, gelangt man nicht zu Wohlstand; dafür muss man niedrig kaufen. Aber Futuresspekulanten sind notorische Momentumspieler.
Sie möchten immer davon ausgehen, dass der vorherrschende Trend ewig anhalten wird, dass die Märkte nicht zyklisch sind. Daher stocken sie ihre Short-Positionen bei Gold- und Silberfutures genau dann hoch auf, wenn die Edelmetalle einen bedeutenden Boden ausbilden. Sowie Silber seinen Aufstieg aus diesen Tiefen beginnt, werden die Spekulanten bald gezwungen sein, ihre gefährlichen Abwärtswetten mit Hebelwirkung einzudecken. Die daraus resultierenden panischen Käufe befördern Silber üblicherweise deutlich höher.

What is remarkable is that Bloomberg reports on a very high silver premium in China mainland, yet, they link this to a scheme in which traders export ingots labelled as acoustic wire to profit from a tax rebate. Quote:

There you have it, silver ingots don’t get a rebate when exported, acoustic wire does get a rebate. This is how the exporter can sell silver abroad for China’s cheaper pure price. So, the exporter found a way to arbitrage the price difference between Shanghai and London. If the difference is 4 %, both the exporter and the importer can have a piece of the pie. This scheme could perfectly cause high demand for silver in Shanghai and the concurrent backwardation on the SHFE. Wird in China zur Produktion einer Solarzelle Silber benutzt
dann bekommt die Herstellerfirma in China die 17% VAT auf den Silberpreis von der Steuerbehörde zurück
da die Solarzelle ins Ausland verkauft wurde.
Silberdraht wäre hier ein Fertigprodukt das in China hergestellt wurde und ins Ausland exportiert wird.

As I have written before, I believe the Chinese are the ones long in COMEX silver who refuse to leave, sell or exit. The losses to the longs are well in excess of $20 billion, over $1 billion on Thursday and Friday alone. Who has the pockets deep enough to sustain losses like this? Who has pockets deep enough to post the margin calls …just from Thursday’s action alone? Let alone absorb another 12 days of added global production …even if it’s just on paper.

We will find out soon enough but the open interest rising to such heights with the price dropping to such depths has never happened before in any market that I know of, something very very different is happening and it looks like December is the focal point! We will see.
